More than 370 members, industry representatives, and spouses came together, February 17-21, 2020, for the 17th combined Annual Meeting of the Asphalt Emulsions Manufacturers Association (AEMA), Asphalt Recycling & Reclaiming Association (ARRA), and the International Slurry Surfacing Association (ISSA) at La Cantera Resort & Spa in San Antonio, Texas.
Program Chairs Bob Huitt, Russell Standard Corp., Jonathan Pease, Rocksolid Stabilization & Reclamation, and Chuck Ingram, Slurry Pavers, Inc., worked together to establish a program based on sustainability. Keynote spealer and former Mayor of Oklahoma City, Mick Cornett, opened Wednesday’s general session by speaking to the attendees on sustainability and infrastructure. The general session continued with a presentation from the Texas Department of Transportation’s Buddy Williams on TxDOT’s plan for preservation. Next, Heather Dylla, FHWA, provided attendees with information on FHWA’s Sustainable Pavement Program. Mike O’Leary, Ingevity, shared New Mexico’s “Four Lanes to Four Corners” project. With the success of the industry panel in 2019, the general session concluded with an Industry Organizations Panel discussion focusing on sustainability. Panelists included Judith Corley-Lay, National Center of Pavement Preservation; Jim Moulthrop, FP2; Buzz Powell, National Center for Asphalt Technology; Pete Grass, Asphalt Institute; and Antonio Nieves, Federal Highway Administration.

Greg Duncan, Applied Pavement Technologies, started the ISSA Technical Session with a presentation on “Making the Case for RAP Use in Surface Treatments.” Rex Eberly of Bergkamp Inc. spoke on using the “A115 Spec Guide to Expand Your Business.” Neal Galehouse, National Center of Pavement Preservation, presented on the benefits of company certification. Next, attendees heard from the Matt Ferguson, VSS International, winner of the 2020 ISSA President’s award for their work on the Pacific Coast Highway Pavement Preservation Program and Mo Rahman, Ergon Asphalt & Emulsions, Inc. on the 2020 ISSA Award for Excellence in Pavement Preservation winning project for Utah Department of Transportation. The final presentation was on “Using Surface Temperature to Determine Break & Traffic Time for Microsurfacing” by Arlis Kadrmas, BASF Corporation.
The Awards Recognition Breakfast started with Lindsay Matush and Grace Stansbery, Vario Consulting, providing an update on Roadresource.org and how it is improving the industry. AEMA provided recognition to 31 plants that were awarded the AEMA Excellence in Manufacturing award and the 21 plants that renewed their certification in 2020. The AEMA Past President’s Award was awarded to the Roadway Improvement Project of Logan County Highway 25 (Logan County Highway Department, Asphalt Materials, Inc., Tri-State Asphalt, Dunn Company, and MicroSurfacing Contractors).
ARRA recognized winners of the ARRA Recognition Awards for Excellence in Cold Recycling (Greg Kelley, County of Los Angeles), Excellence in Full Depth Reclamation (Laura Kline, South Carolina Department of Transportation), Excellence in Hot-In Place Recycling (Bill Conklin, Ingham County Road Department), and Excellence in Cold Planing (Rebecca Embacher, MnDOT Materials and Road Research). In addition, ARRA/Roads&Bridges Recycling Award winners were honored which included King Asphalt Inc. for Full Depth Reclamation, Eagle Peak Rock and Paving and Coughlin Company for Cold In-Place Recycling, and Bettis Asphalt for Hot In-Place Recycling.
ISSA presented VSS International the ISSA President’s Award for Excellence for their work on the Pacific Coast Highway Pavement Preservation project, and the Award for Excellence in Pavement Preservation to Utah Department of Transportation. Two new ISSA awards were presented at the ceremony. First, the ISSA Preservation Performance Award which was won by Ada County Highway District, City of Scottsdale, Mississippi Department of Transportation, and North Eastern Maintenance Alliance in Australia. The Phil Tarsovich Lifetime Leadership Award was unveiled with the first winner being its namesake Phil Tarsovich. The Tarsovich family was in attendance to accept this award.
Association Boards Welcome New Presidents, Board Members
During the 47th Annual Meeting of the Asphalt Emulsions Manufacturers Association, Todd Ryne, Nouryon, was re-elected as President of AEMA. Ryne is Global Marketing Director, Asphalt Applications for Nouryon. AEMA officers also re-elected for a second term include Vice President Bob Huitt, Russell Standard Corp., and Secretary/Treasurer Dan Koeninger, Terry Asphalt Materials, Inc. Continuing as Past President is Mark Ishee, Ergon Asphalt & Emulsions, Inc.
Directors installed for 2020-2021 include Greg Arntson, Albina Asphalt; Arlis Kadrmas, BASF Corp.; Matt Kennedy, McAsphalt Industries, Inc.; Rick Madison, Ingevity; Jeremy Thomas; Emmanuel Cornet, Colas S.A.; and Scott Dmytrow, Prism Worldwide.
During the 44th Annual Meeting of the Asphalt Recycling & Reclaiming Association, Eric Baker, Roadtec Inc., was re-elected as President of ARRA. Baker is Vice President of Sales & Marketing for Roadtec Inc. Re-elected for a second term include Vice President Jonathan Pease, Rock Solid Stabilization & Reclamation, Secretary/Treasurer Kimbel Stokes, The Miller Group, Inc. Continuing as Past President is Darren Coughlin, Coughlin Company.
Directors installed for 2020-2021 include Trevor Moore, Miller Paving Limited; David Peterson, Caterpillar Paving Products, Inc.; Bryan Ray, Allstates Pavement; Mark Stahl, Wirtgen America; Jason Wielinski, Heritage Research Group/Asphalt Materials, Inc.; and new directors Marco Estrada, Pavement Recycling Systems; and Chris Gallagher, Gallagher Asphalt Corporation. Steve Cross, PE, will continue as ARRA’s technical director. After six years of service, Ron Wilson, Dustrol, Inc. retired from the board.
During the 58th Annual Convention of the International Slurry Surfacing Association, Larry Tomkins, Vice President – Sales and Marketing, Southeast Region at Ergon Asphalt & Emulsions, Inc., was elected as President, Chuck Ingram, Business Development Manager, Slurry Pavers Inc. was elected as the new Vice President, and Dave Welborn, Global Technical Marketing Director, Ingevity was elected as Secretary, and finally Eric Reimschiissel, American Pavement Preservation, was re-elected as Treasurer. Completing the officers is Doug Hogue, VSS Macropaver who moved to the immediate Past President role.
The 2019-2020 Board will include re-elected directors Tim Harrawood, Vance Brothers, Inc.; and Jason Lampley, Doolittle Construction, Fabio Mendez, MPI Ltda.; Dan Patenaude, indus; Brad Pearce, Viking Construction; and new directors Chris Oakes, Pavement Solutions Inc.; and Doug Olsen, Western Emulsions Inc. Bob Jerman, Ingevity, continues his appointment as ISSA’s technical director. Howie Snyder, Vance Brothers, Inc. retired from the board after eight years of service.
