As a project owner you want to encourage the use and proper application of bond coat. Calling it out as a pay item helps to make sure the contractor and inspector know this is an important item. If bond coat is left as an incidental item it could be neglected.
The Asphalt Institute has noted that states that have bond coat as a pay item tend to avoid the problems that other states encounter after bond coat is applied.
