The most important issue with bond coat is to make sure that it is listed as a pay item in the specifications.  This helps ensure that the proper about of material is used and that it's given proper attention.  The Asphalt Institute observed that states that have bond coat as a pay item tend not to have problems: states that do not have bond coat as a pay item tend to have more issues.

Helpful Guidelines

One of the most important things a project owner can do to ensure proper bonding is to call out bond coat as a pay item.  As a project owner you want to encourage the use and proper application of bond coat.  Calling it out as a pay item helps to make sure the contractor and inspector know this is an important item.  If bond coat is left as an incidental item it could be neglected. 

The Asphalt Institute has noted that states that have bond coat as a pay item tend to avoid the problems that other states encounter after bond coat is applied.
